Community Bike Borrow Programs

Hosted by community partners such as libraries or municipal facilities, these programs lower transportation costs, support short trips, and make biking accessible for all. They promote active transportation and help advance local mobility, equity, and sustainability.

Ready to Start a Bike Borrow Program?
Statewide Mobility Services Program provides planning resources and technical assistance via mobility specialists with experience creating Bike-Borrow Programs and facilitates connections to local non-profit organizations.
Step 1: Program Design and Parameters
Define the Bike Borrow model, including loan duration, eligibility, user agreements, and included equipment (helmets, locks, accessories).
Step 2: Bicycle and Equipment Deployment
Procure bicycles through partner organizations or donations and establish plans for storage, inventory management, and routine maintenance.
Step 3: Operational Setup and Policies
Develop standardized checkout procedures, liability and damage policies, and staff guidance to ensure consistent program administration.
Step 4: Program Launch and Outreach
Support program rollout through coordinated outreach, signage, and partner engagement to drive participation.
Step 5: Performance Tracking and Sustainability
Collect basic usage metrics, document outcomes, and identify opportunities for program refinement, funding, and expansion.

Safety equipment is encouraged but may not be provided by all Bike Borrow programs. Check with your local program for availability (e.g., helmets, locks, reflective gear).
- Ride single file and with traffic, on the right
- Obey all traffic signs and signals
- Keep both hands on the handlebars (signal when turning)
- Stop and look before entering a street
- Walk your bike across intersections
- Wear appropriate safety gear
- Stay visible, predictable, and aware
- Make sure your bike is in good working order
